Because of this week’s inclement weather, the paving of Palos Verdes Drive North and Montecillo Drive that was scheduled for this Thursday and Friday will need to be rescheduled for next week.
The roads in Rolling Hills Estates are paved with a special, rubberized asphalt that makes them better to drive on and last longer. This specialized asphalt does, however, require that the outdoor temperature be at least 55 degrees while it is being applied and until it is cured. If we do not follow these guidelines, the new asphalt is likely to fall apart, requiring all of the work to be redone and creating an even bigger inconvenience for residents. Unfortunately, it doesn’t look like Mother Nature is going to cooperate with us this week.
Instead of grinding the roads this Thursday and taking the risk that we will not be able to pave them on Friday because the temperature isn’t warm enough – which would leave everyone with a very rough driving surface, we are going to reschedule the work for next Thursday, March 14, through March 16, from about 9 a.m. to 5 p.m.
If you’re wondering why we can’t pave these roads this weekend or any other day when it is warm enough, you aren’t alone. The special, rubberized asphalt used to pave the roads in Rolling Hills Estates is only produced and supplied by the vendor on select dates, including the next two Fridays.

Here are some additional details about how the work will affect traffic on Palos Verdes Drive North and Montecillo Drive:
- During work hours, the eastbound lane of Palos Verdes Drive North will be closed from Rolling Hills Road to Palos Verdes Drive East. There will be a clearly marked detour for eastbound traffic beginning at Rolling Hills Road as well as Crenshaw Boulevard, and the westbound lane will remain open at all times.
Below is a map outlining the paving detour:
- When paving is taking place in the intersection of Palos Verdes Drive North and Palos Verdes Drive East, vehicles traveling on Palos Verdes Drive East will not be able to make a right-hand turn onto Palos Verdes Drive North from the northbound lane nor make a left-hand turn onto Palos Verdes Drive North from the southbound lane. Apart from this portion of work, there will be at least one lane of traffic open in each direction at all other times.
- On Montecillo Drive, traffic control will be in place and there will be at least one lane of traffic open in each direction at all times. Work may continue past 3 p.m., if necessary, to complete paving.
Where possible, we encourage drivers to use alternate routes and navigation apps including Google Maps, Waze, and Apple Maps to avoid delays due to traffic. We appreciate your patience and understanding as we work to complete this portion of the project as quickly and safely as possible. Thank you!

Project work is now in its ninth month and more than 17,760 feet of new drinking water pipeline have been installed.
Due to the inclement weather this week, paving of Palos Verdes Drive North, between Dapplegray Elementary School and Palos Verdes Drive East, and of Montecillo Drive, from Palos Verdes Drive North to Encanto Drive, is now scheduled to take place next Thursday, March 14, and Friday, March 15. There will still be a two-day eastbound lane closure of Palos Verdes Drive North, from Rolling Hills Road to Palos Verdes Drive East, from approximately 9 a.m. to 3 p.m. There will be a clearly marked detour for eastbound traffic beginning at Rolling Hills Road as well as Crenshaw Boulevard and the westbound lane of Palos Verdes Drive North will remain open at all times.
Nightwork continues on Palos Verdes Drive North, from Dapplegray Elementary School to Palos Verdes Drive East, to conduct cleaning and grouting of the pipeline in this area. Work is expected to occur from Monday to Friday, between 9 p.m. and 5 a.m. At least one lane of traffic will be open in each direction at all times.
Crews will be conducting minor finishing work, including the cleaning and grouting of pipes, during the day on Palos Verdes Drive North, from Palos Verdes Drive East to Montecillo Drive, and on Montecillo Drive, from Palos Verdes Drive North to Encanto Drive. This work will take place from Monday to Friday, between 9 a.m. and 7 p.m. or 7 a.m. and 5 p.m. There will be at least one lane of traffic open in both directions at all times.
Restoration work for landscape and irrigation systems continues on Montecillo Drive, between Palos Verdes Drive North and Encanto Drive. We are working closely with the Montecillo Homeowners’ Association to coordinate all necessary details.
Nightwork continues in the parking lot of the Rolling Hills United Methodist Church, along the Botanic Garden property near Crenshaw Boulevard, from Monday to Friday, between 7:30 p.m. and 5:30 a.m. The parking lot will be open to the public after work hours.
In order to continue preparatory work in the Botanic Garden Trail, near Lariat Lane, crews are working to resolve a conflict with an unmarked utility line. The trail will remain closed to pedestrians and riders during this time as pipes will also be staged in the trail to facilitate nearby work. Riders are encouraged to avoid the work area due to construction-related noise that could spook a horse.
The Dapplegray Elementary School access road and Palomino Ranchos Bridle Trail, between the Rolling Hills Little League ballfield and Rolling Hills Road, remains closed to the public. Parents will still be able to enter and exit the access road that leads to the ballfield for practices during the week starting at 3:30 p.m. Please visit our equestrian page for a map of current trail closures and detours.
Work continues at the new pump station site on Crenshaw Boulevard, north of Silver Spur Road. Crews have been preparing for construction, which includes clearing the area and drilling for retaining walls, among other preparatory work. As part of this work, traffic control will be implemented during work hours, from Monday to Friday, between 7 a.m. and 5 p.m., to allow large vehicles to enter and exit safely onto Crenshaw Boulevard. At least one lane of traffic will be open in each direction at all times.
